Building a Project Management Team for a Developer’s Smart City Projects in Dubai

When a leading real estate and master development company in Dubai planned a series of large-scale, mixed-use, waterfront urban developments, they needed to build an entire project management team. This included senior leadership and ten project managers to oversee delivery across master planning, large urban communities, and high-footprint developments.


We partnered with them from the outset, helping define the senior leadership structure. This included a Head of Development to lead all projects, a Director of Sustainable Infrastructure to oversee low-carbon construction and urban energy systems, and a Master Planning Lead to ensure integrated urban design and utility infrastructure.


Once the leadership team was in place, we supported recruitment of Project Managers, Site Engineers, and other delivery specialists, ensuring the team combined technical expertise, local market knowledge, and experience managing large, multi-disciplinary urban projects.


Today, the developer’s project management team delivers end-to-end oversight for multiple smart city developments across the Middle East, including sustainable infrastructure, urban energy systems, and integrated master planning. This demonstrates how strategic leadership appointments combined with structured team building enable developers to successfully execute complex, high-impact urban projects.
