Hummingbird Insights: UK Clean Heat - From Policy to Delivery at Scale

Clean heat is emerging as one of the most significant growth opportunities in UK energy, and one almost no one is hiring for properly yet. Policy, funding and demand are beginning to align, but the sector faces a more immediate constraint: the workforce and leadership needed to deliver growth at scale.

The direction is set by the Warm Homes Plan, applying in different measures across the UK nations. More than £13 billion is committed to heat decarbonisation and home energy improvements, and heat pump installations will need to grow from fewer than 100,000 a year to 450,000 by 2030.

The constraint is not ambition or funding. It is people.

This edition of Hummingbird Insights looks at the leadership required to expand heat pump installation and heat networks, and why some of the strongest candidates may come from outside the clean heat sector.

From policy to delivery

This is a sector moving from policy to delivery almost overnight, and the leadership required to run it at scale barely exists yet, because it has not needed to.

The market is no longer only about targets and pilot schemes. Heat pump businesses are scaling from hundreds of installations to thousands. Heat networks are becoming genuine infrastructure projects.

Heat networks currently supply around 3% of the UK's heat demand, compared with approximately 65–70% in Denmark and around 45–50% in Finland. This disparity illustrates both the significant potential for expanding heat networks in the UK and the considerable investment, infrastructure and policy effort required to achieve comparable levels of deployment.

A long-term pipeline is taking shape

In England, the Future Homes Standard, due to be implemented from 2027, will require new homes to use low-carbon heating. In practice, this is expected to mean that heat pumps will become the predominant heating technology, with low-carbon heat networks serving apartment developments.

Heat networks are also moving towards infrastructure scale. For example, the latest Green Heat Network Fund award is expected to create more than a thousand jobs, apprenticeships and work placements in Bristol City as part of expanding the leap heat network.

The leadership gap

Heat pump businesses need commercial and operational leaders who can take delivery from hundreds of installations to thousands without the organisation cracking under the pressure.

Heat networks need development and delivery leaders who can manage infrastructure-scale programmes, funding, regulation and a complex set of stakeholders.

People who understand regulation, funding and delivery at the same time are rare and highly valued.

The strongest hire may come from outside clean heat

You will not always find the required experience inside clean heat itself. The talent pool is too young and too thin for every appointment to come from within the sector.

Some of the strongest hires will come from adjacent areas: broader energy, infrastructure, utilities and high-growth operations. These are people who have scaled delivery under pressure and can bring that discipline into a younger market.

The candidate opportunity

For senior leaders in energy or infrastructure wondering where the next decade of growth sits, clean heat deserves a closer look.

It is early, but it is policy-backed and scaling quickly. It will not have the established feel of offshore wind or solar for a few more years. That is also the opportunity. The people who move in while the sector is still forming will help shape how it operates when it becomes mainstream.

Key points

·  Clean heat is moving from policy into large-scale delivery.

·  The sector is scaling faster than its senior talent base.

·  Delivery, commercial and operational leadership are becoming the real bottleneck.

·  Adjacent-sector experience can be more valuable than waiting for sector-specific

candidates who barely exist.

Thanks for stopping by.

Take care, stay safe, and be well.
